Board Meeting Minutes – August 2019

  • Meeting called to order at 7:00pm at the Holton Township Hall.
  • Pledge of Allegiance given by all present.
  • Roll Call of Board Members: Trustee Jager, Clerk Hippler, Supervisor Jager, Trustee Schroeder all present. Treasurer Halbower absent.
  • Agenda set.
  • 080119 Trustee Jager made a motion to approve the minutes of the July 9, 2019 Regular Board Meeting as presented. Second by Trustee Schroeder. CARRIED.
  • 080219 Supervisor Jager made a motion to approve the payment of the July bills as presented. Second by Trustee Schroeder.  Trustee Jager voiced nay. Ayes carried. CARRIED.
  • Business from the Floor
    • Gary Foster, County Commissioner_ Grateful to county for passing the Veteran’s Renewal Millage. Tire collection for next year will be held at Cedar Creek and more information will come as it gets closer.
    • Bob Dunbar, 8840 74th Street- Wants the digester to be shut down. Smell is overwhelming and believes it is a health concern.  Worried about long term environmental and health effects.
    • Melinda Pego, 6232 Third Street- Wants more information regarding the permit process for the lagoons and who was involved.  Question about Agenda Item 12l originally posted on website and why it was removed.
    • Aaron Schmitt, 8836 Holton road- Wants to know what contact had been made by Township Board or if anyone had reached out to Slater Farms regarding digester.  Believes the continued operation of the lagoons is not in the best interest of Holton Township. Wants to know if the farm spreading the lagoon contents has enough land to safely spread the lagoon contents and the manure they use.
    • Andrea De Stager, 7646, Concerned about how no one knew about the pits being put in place. Wants to township to push to have lagoons closed.
    • Mike Klachko, Marvin Road- Believes the contents of the lagoons is industrial waste but not fertilizer and is not agricultural.
    • Amy Brookhouse, Holton Duck Lake Road- Believes the residents of the Township want to feel like the Board is listening and trying to help.
  • 080319 Trustee Jager made a motion to approve the Treasurer’s Report as presented. Second by Trustee Schroeder. CARRIED.
  • Department Reports
    • Zoning, Permits, and Enforcement reports provided to board in writing.
    • Fire Department
      1. Half the department has had training driving the new tanker truck, the entire department has had training operating the tanker. Runs for 2019 are at 243 which is up from last year.  Runs have been increasing over the years.
    • Library
      1. The Summer Reading Program will end August 17.  Fall Programming will begin soon and a list of events is available at the library. The new library website has launched at madl.org.
    • Cemetery
    • The landscaping at the cemetery looks very nice and has received many compliments.
  • Correspondence
    • Clerk Hippler has been in touch with the EGLE regarding the lagoons located in Holton Township. An informational meeting with EGLE representatives will be held on August 15, at 7pm at the Holton Fire Department. Audience members also requested a representative from the county assessor also be invited to address resident concerns.

  • New Business
    • 080419 Trustee Jager made a motion to enter into a three year service contract with Frontier Communications for $129.95 per month. Second by Supervisor Jager. Discussion: The township contract with Frontier Communications is up for renewal.  There are not any other service providers in the area.  CARRIED
    • CSX
      • The township has rented land from CSX Transportation for $200 a year.  Notice was sent to the Township that the price would be going to $650 a year with a 3% increase every year.  Supervisor Jager has attempted to contact a CSX representative but had not heard anything back. Trustee Jager and Trustee Schroeder offered to reach out to CSX do see if terms are negotiable.
    • Letter to DEQ:  Board members will attend EGLE (formerly DEQ) meeting on August 15. Board will like to push more air quality monitoring and well testing from an independent 3rd party.
    • 080519 Trustee Jager made a motion to table the decision regarding replacement of the Township copier machine. Second by Trustee Schroeder.  Discussion: more options and input from the Holton secretary should be had before a decision is made. CARRIED.
  • 080619 Trustee Jager made a motion to hire Dakota Peoples to the position of paid probationary firefighter pending successful completion of a physical examination and background check. Second by Trustee Schroeder. CARRIED.
  • 080719 Trustee Jager made a motion to approve the purchase of 2 electronic keypads for the Holton Fire Barn from Architectural Hardware Company for $1,342.00. Second by Trustee Schroeder. CARRIED.
  • 080819 Trustee Jager made a motion to approve the purchase of 20 Stream Light Vantage Flashlights for not more than $1,500.00. Second by Trustee Schroeder. CARRIED.
  • 080919 Trustee Jager made a motion to approve the purchase of black dirt up to $250 for the removal of the bushes at the Township Hall. Second by Trustee Schroeder. CARRIED.
  • 081019 Clerk Hippler made a motion to approve the purchase of a new weed trimmer of not more than $250 for the DPW and cemetery. Second by Trustee Schroeder. CARRIED
  • 081119 Trustee Jager made a motion to table action on the Sign Ordinance. Second by Trustee Schroeder. Discussion: No information was provided to the board. CARRIED.
  • 081219 Trustee Jager made a motion for Holton Township to not offer personal health insurance to any employees. Second by Clerk Hippler. Discussion: Health insurance is too costly for the township to be able to offer. CARRIED
  • Future Business
    • Employee Manual Update: No action.
  • 081319 Trustee Schroeder made a motion to adjourn at 8:10 pm. Second by Trustee Jager. ADJOURNED.
