Planning Commission Meeting Minutes – September 16, 2025
Meeting called to order at 7:04 PM

09-16-01 Motion by to Chair Williams to approve the July minutes .
Support by Member Eastling. CARRIED.
09-16-02 Motion by Board Member Halbower to approve the agenda adding Jennifer
Hodges to the agenda from Muskegon County Housing Coordinator.. Support
by Slater. CARRIED.

Presentation by Jennifer Hodges; Housing Coordinator for the County of Muskegon. This is a
temporary position created for the county of Muskegon to address housing needs. Ms. Hodges
notes the housing crisis across the county. Estimated 3,000 homes needed… looking to bring
in 6,000 homes. Jennifer notates the need for affordable housing, notes that many professions
like EMT and other community services roles struggle to find housing in Muskegon county.
Data shows that many of these individuals would want to live in Muskegon county if there were
housing options. Notates District 2 has the lowest cost to ration renters. Mentions that the cost
burden for home owners has us as the second lowest in the county and that we are
overburdened- many people living together with multiple generations under one roof. Notates
that smaller additional dwelling units could be worthy solution.
Williams asks if any other townships allow this second dwelling on the land. Ms. Hodges
speaks to the city of Muskegon and their allowing them to be put anywhere. Jennifer Notates
the concern for STR issues.
Coon notates this has been something she has encouraged already and believes this is, in
part, a solution to our camping/homeless crisis.
Couples with kids, elderly individuals, and single people… Tiny home living is a great answer.
Muskegon just passed ordinance
One big septic has been considered.
Grant opportunities available through the community foundation – MISHDA
Abatement for 12 years-
When it comes to building requirements, Muskegon is largest 650 and smallest is 400 – 700
Member Slater asks can they put orchards on there. Ms. Hedges confirms they can. Pilot
agreements happening Less than 1 mil
Howmet is going to look to bring more of their employees in.
Discussion around Cytiva (Muskegon township)
Slater inquires about the property that is tied up with the USDA forest
Conversation around needing more density. Board Member Williams brings up shared drive
rights.
Discussion around Set site plans, three options, to by-pass lengthy approval processes.
$5,000 readiness grant available for reimbursement to help with costs of switching
Zoning, to attract housing
Williams mentions no water services, many properties have no gas lines.
Coon brings up having a mixer for developers & investors.

Jennifer Hodges to present at the board meeting from Inside Out Housing (projection/vision for
SE portion of development)
Special event use event application.
Discussions around limitations, restrictions, conditions
Asking for a special use- life time approval? Versus the need for a re-approval for every event.
Discussion around whether Fire marshal approve – notes not if its outside.
Grant the event application as Special use or allow via zoning change?
Discussion around Land Use Planning training conference. Secretary Coon and Chair Williams
express interest in attending.
