Board Meeting Minutes – October 8, 2019
- Supervisor Jager called the regular meeting of the Holton Township Board to order at 7:00pm at the Holton Township Hall, 6511 Holton Whitehall Road.
- Pledge of Allegiance given by all present.
- Roll Call of Board Members: Trustee Jager, Clerk Hippler, Treasurer Halbower, Supervisor Jager, Trustee Schroeder all present.
- Agenda set with the removal of “Part A & B” on 12D.
- 100119 Trustee Jager made a motion to approve the September 10, 2019 Regular Meeting Minutes as presented. Second by Trustee Schroeder. CARRIED.
- 100219 Trustee Jager made a motion to approve the payment of the bills as presented. Second by Trustee Schroeder. CARRIED.
- Business from the Floor
- Jim Fagundo, 7768 East Lake Road- Likes the ORV Ordinance, believes it will protect lawful, respectful operators traveling from trail to trail. Wondered about helmet requirements. Thinks there should be more clarity regarding roll cages and helmets.
- 100319 Trustee Jager made a motion to approve the Treasurer’s Report as presented. Second by Trustee Schroeder. Supervisor Jager asked about a bill from the Drain Commissioner. Treasurer Halbower and Clerk Hippler stated nothing had been received at the township as of yet. CARRIED.
- Department Reports
- Library- Julie Vanderboegh reported that the MADL Tech team had been busy updating all the computers. A Holton Library patron had won Rep. VanWoerkem’s contest and was able to spend the day with the representative in Lansing. Pete the Cat will be visiting the Holton Library on Halloween. The kitchen in the library is being cleaned out. A number of dishes donated in 1987 were pulled out and have not been used. The Board directed the library to handle the dishes however was easiest, perhaps discarding the dishes or donating them to a local church.
- Zoning- Written report presented to Board.
- Ordinance Enforcement- Written report presented to Board
- Permits/Inspections- Written report presented to Board
- Fire Department- An Open House will be held October 19th from 5-8 pm and the new truck will begin service that day. 4 firefighters have begun their MFR classes. Assistant Chief Mcghan has started working with the department. The LED sign that was ordered has arrived and will be installed soon. A number of hoses did not pass state inspection and will be replaced.
- Correspondence- Clark Cemetery will be having some trees removed and trimmed. Holton Township has a contract with the cemetery and will split the cost of approximately $1500 with three other townships.

- 100419 Trustee Jager made a motion to adopt the “Ordinance to Allow ORVs on Holton Township Roads”. Second by Treasurer Halbower.
- Trustee Jager drafted the ordinance with advice from MTA. Trustee Schroeder reminded Board to inform Muskegon County Road Commission of ordinance.
- Roll Call Vote: Trustee Schroeder-YES, Treasurer Halbower-YES, Trustee Jager-YES, Clerk Hippler-YES, Supervisor Jager-YES. ADOPTED.
- 100519 Trustee Jager made a motion to approve the “Resolution for Use of Golf Carts in Holton Township”. Second by Treasurer Halbower.
- Treasurer Halbower requested the resolution be amended to say “7. A golf cart shall obey all speed limit signs and shall not exceed 15 miles per hour and shall not operate on roads with speed limits over 35 miles per hour”.
- Roll Call Vote: Trustee Jager-YES, Treasurer Halbower-YES, Trustee Schroeder-YES, Clerk Hippler-Yes, Supervisor Jager- YES. APPROVED.
- 100619 Trustee Jager made a motion to approve Data Protection for Holton Township programs. Second by Trustee Schroeder. CARRIED.
- 100719 Supervisor Jager made a motion to adopt the “Ordinance to Amend Medical Marihuana Facilities Ordinance”. Second by Trustee Jager.
- 100819 Trustee Schroeder made a motion to table vote of Ordinance to Amend Medical Marihuana Facilities Ordinance for more time to review Second by Clerk Hippler.
- Discussion: Treasurer Halbower stated the first motion should be addressed first. Supervisor Jager stated he did not wish to table his motion. Trustee Schroeder stated she did not have enough time to review the ordinance. Treasurer Halbower wanted to verify that the sections were correct in the ordinance amendment. Clerk Hippler had questions about section labeling. Treasurer Halbower stated the changes would remove language regarding “special use”. Clerk Hippler asked if that was necessary following the referendum. Clerk Hippler stated she believed there needed to be more openness and honesty among board members. Treasurer Halbower stated that the results of referendum removed special use process, this change would allow the process to move through site planning instead. Clerk Hippler stated it would be helpful to have the attorney hired address the board to answer questions if the motion could be tabled. Supervisor Jager stated the first motion needed to be voted on first.
- Roll Call Vote on motion 100719: Supervisor Jager- YES, Clerk Hippler-NO, Trustee Jager-Yes, Trustee Schroeder-NO, Treasurer Halbower-YES. ADOPTED.
- 100819 Trustee Schroeder made a motion to table vote of Ordinance to Amend Medical Marihuana Facilities Ordinance for more time to review Second by Clerk Hippler.
- 100419 Trustee Jager made a motion to adopt the “Ordinance to Allow ORVs on Holton Township Roads”. Second by Treasurer Halbower.
- 100919 Trustee Jager made a motion to adjourn at 7:55 pm. Second By Treasurer Halbower. CARRIED
- 101019 Trustee Jager made a motion to reopen the meeting to vote on Trustee Schroeder’s motion. Second By Treasurer Halbower. Roll Call Vote: Supervisor Jager-YES, Trustee Jager-YES, Trustee Schroeder-YES, Treasurer Halbower-YES, Clerk Hippler- Yes. CARRIED.
- Roll Call Vote for Motion 100819 made by Trustee Schroder, second by Clerk Hippler, to table vote of Ordinance to Amend Medical Marihuana Facilities Ordinance for more time to review. Trustee Jager-NO, Treasurer Halbower- NO, Trustee Schroeder-YES, Supervisor Jager- No, Clerk Hippler-YES. REJECTED.
- 101119 Trustee Jager made a motion to adjourn the meeting at 8:00. Second by Treasurer Halbower. ADJOURNED.
