Planning Commission Meeting Minutes – November 10, 2025
Meeting called to order at 7:17 PM
Roll Call: Chair Williams, Present. Vice Chair Monette, Present. Board Member Halbower,
Absent. Member Slater, Present. Secretary Coon, Present. Member Fanjoy, Absent. Member
Earling, Present.
11-10–01 Motion by to Member Slater to approve the September minutes .
Support by Member Easling. CARRIED.
11-10-02 Motion by Secretary Coon to approve the agenda. Support
by Vice Chair Monette. CARRIED.
Discussion around ADU/Tiny Home Ordinance. Mention the need to put together plan for the
$5,000 grant offered through the Muskegon County housing initiative. Chair Williams bring up
on going housing needs. Vice Chair Monette discusses concerns related to tiny homes.
Secretary Coon points out residents’ rights to use property affordably and/or live eco-friendly.
Mention of Amish using barns for apartments. Discussion of housing shortages and current
economic conditions.

Notes the need to finalize rezoning and build requirements to attract developers.
Highlights Fruitport Township building apartments and asks where Holton residents will go.
Raises concern about impacts on Holton Schools.

- No public septic system in Holton Township.
- Fruitport adding new sewer options.
- Coon notes property on Syers Road and the potential for homes being built within walking
distance of school. Vice Chair Monette raises wetland limitations for septic. - Board acknowledges need to focus on current rezoning/build requirements
- Short-Term Rentals (STRs)
- Chair Williams raises concern that STRs are taking up homes for families.
- Secretary Coon suggests limiting STRs to primary residences or approved ADUs.
- Chair Williams suggests setting limits on the total number of STRs.
- Additional suggestion: body cameras for enforcement officers.
- Solar Ordinance
- Chair Williams thanks Board for sending members to Planning & Zoning training.
- Noted that Holton is ahead of the game with a solid, workable solar ordinance.
- Subcommittees
- Parcels identified for review; Angela in the office has the lists.
- Tom to schedule subcommittee meetings and begin outreach.
- EV (Electric Vehicle) Ordinance
- Discussion of adding the EV ordinance to next month’s agenda.
- Will require public hearing.
Private Road Ordinance- Review of current Holton private road standards.
- Chair Williams highlights Cedar Creek and Dalton Township ordinances.
- Discussion regarding:
- 22’ road width required for 3–9 lots
- 8” sand base
- 6” gravel per MDOT
- Engineered drawings required for 4+ lots
- Recommendation to consider lowering Holton’s current requirements.
- Need for private road shared agreements and maintenance agreements for up to two lots.
- Road must be kept passable.
- Public hearing required for private road changes
