Board Meeting Minutes – December 9, 2025

Meeting: Called to order at 7:02 pm by Supervisor Jager

Pledge of Allegiance: Led by All

Roll call by Clerk Murat: Trustee Brant, Treasurer Halbower, Supervisor Jager, Trustee Jager, Clerk Murat, all present.

Motion 1-12-25 by Trustee Jager to approve November 11, 2025, meeting minutes, with corrections, support by Treasurer Halbower. Motion carries.

Motion 2-12-25 by Trustee Jager to approve payment of the bills as presented, support by Trustee Brant. Motion carries.

Business from the floor:

                Commissioner Herman, 11385 Sherman, came to check in with the board and gave them an opportunity to answer any questions and address and concerns.

Motion 3-11-25 by Trustee Jager to approve Treasurer’s report as presented, support by Clerk Murat. Motion carries.

Department reports:

Inspections- 20 new permits for a total of $3,244.00

Ordinance- See attached reports for October and November 2025

Library- Christmas in Holton was a success, with around 130 in attendance. ABC’s of Cooking that meets every Tuesday and Friday has around 9 families in attendance. Staff are currently working on Spring 2026 programming.

                Reminder: Library hours will be changed as follows, starting January 1st, 2026

Fire Department- 22 calls, 14 for Holton Township and 6 for Cedar Creek Township with 2 Mutual Aids

Correspondence:

Holton Township received a letter from the City of Montague’s Clerk inviting us to use senior millage money for vouchers for their famers market, which has been well received by seniors from multiple townships.

Motion 4-12-25 by Trustee Brant to approve the following increases (list below) to the cemetery burial price sheet to align with the increase from our supplier, West Michigan Burial, effective January 1st, 2026, support by Clerk Murat.                 

Full burial from $450 to $500

Non-Resident from $500 to $550

Oversize from $650 to $700

Child from $450 to $500

Sunday – Additional charge from $500 to $550

Holiday – Additional charge from$675 to $725

Motion 5-12-25 by Clerk Murat to approve the 2026 Poverty Guidelines as presented, support by Trustee Jager Motion carries. 

Motion 6-12-25 by Clerk Murat to approve the purchase of 2 new tires for the snow blower in the amount of $280, support by Trustee Jager. Motion failed.

Future business:

                None.

Motion 7-12-25 by Trustee Jager to adjourn at 7:48 pm, support by Trustee Brant. Motion carries.

ORD ENF OCTOBER STATUS REPORT 

5964 Crystal Lake Rd: received a complaint that junk was laying around the property. 

Notice sent to homeowner to clean up the property and I will check the property for 

compliance on October 31, 2025 

7950 Marvin Rd: complaint about yard full of salvage vehicles. Several what appear to 

be salvage vehicles occupy the property. I sent homeowner a notice to clear yard of any 

vehicles that are not running and unlicensed. Because of the extensive number of salvage 

vehicles, I gave homeowner until 01/01/2026 to have property cleared of the vehicles. I 

checked on property 10/31/2025 and there appears to be no action taken to clear 

vehicles.  

5487 Brunswick Rd: A complaint was received from the neighbor at 5515 Brunswick 

Rd regarding the neighbor at 5487 Brunswick Rd. The complaint allegeds blight, odors 

and noise. The blight was said to be trash in the yard, the odors pertain to a chicken coop 

filled with several chickens, and a lack of cleaning up the chicken feces, the noise is from 

the chickens crowing all hours of the day and night and the pen is near complainant’s 

bedroom window. I visited the property twice at different times and observed the property 

from the complainant’s property, at no time did I hear chickens crowing nor did I see any 

goats running around the yard, nor was there any trash in the yard that would constitute 

blight. Additionally I did not smell any fence odors. Maybe on a hot summer’s day the 

odor from the chicken pen was eminent, but there was none on either days that I 

observed.  

7834 Holton Rd: I had been observing the property and then received a complaint about 

the blight, someone living in a camper, and the never ending garbage piling up. The 

property owners do not live at the address, it is a lot with a garage. I observed two travel 

trailers, one that appeared to be lived in, and the other one with a large blue tarp covering 

it, an old mattress, several garbage bags stacked, broken bicycles and toys.  

I sent the property owner two notices and a final date of 10/28/2025 to have the property 

vacated and cleaned up. I revisited the property on 11/01/2025 and although the travel 

trailer that was being lived in was done, there is still clean up on the property that needs 

to be completed. I will send the property owner a letter to clean up the property.  

7841 W. Lake Rd: Complaint received that the property is a mess with stuff scattered all 

over the yard. I observed some old equipment in the yard, and some garbage bags, not 

many. Homeowner lives out of state and I sent a notice to clean up the property, and bring 

it ordinance complaint.  

ORD ENF NOVEMBER STATUS REPORT

7834 Holton Rd: second letter to homeowner regarding clean up of property. Following week garbage was removed, travel trailer was removed from property.

7950 Marvin Rd: Complaint was received regarding several non running and non licensed vehicles on property. Homeowner was given until January 1st to remove all non running and non licensed vehicles. A check on the progress reveals that homeowner has removed some vehicles. January 1st I will extend the date due to the winter impeding removal.
