Board Meeting Minutes – August 14, 2018
Call to Order
The regular meeting of the Holton Township Board was called to order at 7:05pm on August 14, 2018 at Holton Township Hall by Supervisor Jager.

Approval of Minutes
080118 Trustee Jager made the motion to approve the July 12 meeting minutes as presented. Trustee Schroeder seconded. Voice vote. Motion Carried.
Payment of Bills
080218 Trustee Jager made the motion to approve paying the bills as presented. Treasurer Halbower seconded. Voice vote. Motion carried.
Business from the Floor
Commissioner Foster stated business at the county is currently quiet.
Treasurer’s Report
080318 Trustee Jager made the motion to accept the Treasurer’s report as presented. Trustee Schroeder seconded. Voice vote. Motion Carried.
Department Reports
1) Library: Julie Vanderboegh reported that the summer reading program came to the end and was successful. The library refrigerator quit working after approximately 35 years. She requested funds to be made available for the purchase of a new refrigerator.
080418 Trustee Jager made the motion to approve up to $300 for the purchase of a new refrigerator for the library. Clerk Hippler seconded. Voice vote. Motion carried.
2) Permit and Zoning reports: 17 permits were issued. Supervisor Jager will get in touch with Cedar Creek Facilities to get a compliance report for their new sign.
3) Fire Department: July man hours were 202 paid, 269.5 volunteer, 471.5 total. Expenses for July totaled $9021.17. No update on new truck purchase, department is waiting for a new representative to work with. Treasurer Halbower suggested the Fire Department check with ChoiceOne bank for loan rates. The Township will be switching accounts from PNC to ChoiceOne as they were more competitive in terms of rates and fees.

New Business
1) Fiber Quote: Quote from Central Dispatch to install fiber system at Township Hall does not specify annual cost. Current service from Frontier is $2800 annually but is slow and unreliable. More information is needed as to potential savings and initial cost before a decision can be made.
080518 Trustee Jager made the motion to table the decision of the fiber quote and to get more information on the per month cost. Treasurer Halbower seconded. Voice vote. Motion carried.
2) Clerk Expenditures: Clerk Hippler requested expenses related to travel for training in Lansing to be covered by the township. Expenses include gas, meals for three days and one night at a hotel not to exceed $330 total.
080618 Trustee Jager made the motion to approve not more than $330 for expenses for the Clerk to attend training. Trustee Schroeder seconded. Voice vote. Motion carried.
3) Date for Board Review of Marijuana Facilities Applications: Date must not be sooner than two weeks as background checks are still being completed. Each applicant will be given 30 minutes for review. Open meeting set for August 28, 2018 at 6pm. Meeting notice will be posted.
4) Challenge Coins for Fire Department: Program was started by the State Chiefs association to prevent suicide among emergency responders. In 2017 suicide was responsible for more deaths among emergency service personnel than line of duty injuries. Chief Hawk requested $446.75 to purchase 25 coins and the molds to make more coins as necessary to encourage awareness and prevention of suicide at Holton FD.
080718 Trustee Jager made the motion to approve the purchase of Challenge Coins for Holton Fire Department at $446.75. Clerk Hippler seconded. Voice vote. Motion carried.
5) Fire Officer Training Seminar: Chief Hawk is requesting to send 3 individuals to training for $100 each.
080818 Trustee Jager made the motion to approve $400 for training and travel expenses for Fire Officer Training. Trustee Schroeder seconded. Voice vote. Motion carried.
6) Oak Shores Street Lights: Treasurer Halbower noted Oak Shores would like to install LED street lights but Consumers Energy requires the township to manage the street lights. Process could be complicated if a special assessment is needed. It is possible to establish a contract with the HOA. Trustee Jager will reach of to Michigan Township Association for legal advice.
Future Business
1) Maintenance Dump Truck Repairs: Repair estimates for the Township dump truck were at least $1700. Supervisor Jager did repairs himself to save the Township the expense.
2) Little Silver Lake: Weed control is an on-going issue. It is likely that the weeds will be sprayed.
