Review of minutes:  January 08, 2013

020113                  Treasurer Halbower made the motion to accept the January 08, 2013 minutes as presented.  Supervisor Noble seconded. CARRIED.                                                                                   

Review of Bills: 

020213                  Treasurer Halbower made the motion to pay the bills as presented.  Supervisor Noble seconded.  CARRIED.                           

Business from the Floor:  

Mr. Kurt Jeffries, Lamos Road, Whitehall, a Holton School employee commented that Trustee Wilson had given him some information on arts programs and he thanked him for them – their budget doesn’t allow them to implement them at this time.  He also asked if the township had a committee that goes out and tries to bring in new business?

Dennis McQueen from Consumers Energy talked about the new smart meters that are being installed and what they will be able to do.

Treasurer’s Report: 

020313                  Clerk Johnson made the motion to accept the treasurers report as presented.  Supervisor Noble seconded.  CARRIED.

Department Reports:  Fire Chief Art Stevens reported total man hours of 312.5 for January.   Expenses for the 206 account were $6480.98 and it is 10% under budget.  Expenses for the 216 account were $0 and  it is 20% under budget.

Art reported that the fire department met with the school and Sheriff’s Department and reviewed emergency shooter lockdown procedures.  They did an unannounced lock down and evaluated it.  It went well and they have a couple of areas that need to be worked on a little.

Art is requesting to add Duane Baker on as a probationary fire fighter.  He has been through the steps – has had a physical and has all the requirements.  He is already trained as an EMT, and has FF1 & FF2.

Art requested permission to purchase a attic nozzle.  It is able to be put through the ceiling and allows access in a hard to reach access area.  The costs $650.

020513                  Treasurer Halbower made the motion that Art be allowed to purchase the attic nozzle.  Clerk Johnson seconded.  CARRIED.

Planning Commission Chairman Tom West reported that the update of the Master Plan is completed and we will receive an electronic copy, and one hard copy of it.

The Planning Commission will be looking at doing some training and will also start to update the ordinances.

020613                  Clerk Johnson made the motion to appoint Bill Halbower, Julie Vanderboegh, and Tim Ylitalo to the Planning Commission for a 3 year term.  Supervisor Noble seconded.  CARRIED.

020713                  Treasurer Halbower made the motion to appoint Herman Straub to the Zoning Board of Appeals for a 3 year term.  Clerk Johnson seconded.  CARRIED.

020813                  Treasurer Halbower made the motion to appoint Tommy Monette, Don Erickson, and Brett Lascko to the Construction Board of Appeals for a 2 year term.  Clerk Johnson  seconded.  CARRIED.

020913                  Clerk Johnson made the motion to appoint Anita Kittel and Bill Halbower to a 3 year term that expires Jan. 2016, and Dave White to fill the remainder of the term that expires Jan. 2014.  Supervisor Noble seconded.  CARRIED.

Road Brining 2013-2014:  D&B Brining gave the cost for the coming year as $8992.50 for each brine.  We normally do 2 brines per season.

021013                  Treasurer Halbower made the motion to contract with D&B to do two brinings at $8992.50 each for the coming year.  Clerk Johnson seconded.  CARRIED.

Fire Hose Testing – Contract from Waterway $1588.75 covers unloading, testing, and repack of hose

021113                  Treasurer Halbower made the motion to have the hose testing done by Waterway at a cost of $1588.75.  Clerk Johnson seconded.  CARRIED.

Painting and body work of brush truck from DNR – by Northland Collision for $4517.60

021213                  Treasurer Halbower made the motion to have Northland Collision do the bodywork and painting on the brush truck for $4517.60.  Clerk Johnson seconded.  CARRIED.

Adoption of the 5 year Master Plan

021313                  Treasurer Halbower made the motion to adopt the resolution  to adopt the Master Plan.  Clerk Johnson seconded.  ROLL CALL VOTE:  Treasurer Halbower -YES, Supervisor Noble – YES, Clerk Johnson – YES, Trustee Jager – ABSENT, Trustee Wilson – ABSENT.  RESOLUTION ADOPTED.

Street Light Contract Resolution for the 39 street lights in Holton Township:

021413                  #1 Treasurer Halbower made the motion to adopt the resolution to  re-enter the contract with Consumers Power.  Clerk Johnson seconded.  ROLL CALL VOTE:  Treasurer Halbower – YES, Supervisor Noble – YES, Clerk Johnson – YES, Trustee Jager – ABSENT, Trustee Wilson – ABSENT.  RESOLUTION ADOPTED.

021513                  #2 Treasurer Halbower made the motion to pass the Resolution to authorize Consumers Energy to make changes to the lighting service as provided in the Standard Lighting Contract between the Company and Holton Township from time to time as required.  ROLL CALL VOTE:  Treasurer Halbower – YES, Supervisor Noble – YES, Clerk Johnson – YES, Trustee Jager – ABSENT, Trustee Wilson -ABSENT.   RESOLUTION ADOPTED.
