Board Meeting Minutes from October 13, 2015

Called to order: 7:01 p.m. Pledge of Allegiance by all present.

Roll Call: Supervisor Noble, Treasurer Halbower, Trustee Jager present. Clerk Johnson, Trustee Wilson absent.

Review of minutes:

10-01-15 Trustee Jager made motion to accept minutes of September 8, 2015 as presented. Treasurer Halbower seconded. CARRIED

10-02-15 Trustee Jager made motion to accept minutes of Special Meeting September 29, 2015 as presented. Treasurer Halbower seconded. CARRIED

Review of Bills:

10-03-15 Treasurer Halbower made motion to pay the bills as presented. Trustee Jager seconded. CARRIED

Business from the Floor:

Mr. Randy Southland – Curious what, if anything can be done about Harvester’s mess on the lake about 50 feet in front of his house and dock. Pictures shown to Board. Mr. Southland indicated that they did the same thing last year. Supervisor Noble indicated there wasn’t anything we could do, but he would call. Mr. Southland appreciate any help we can give.

Mr. Robert Stitt wanted to know if the township had any ordinances regarding Medical Marijuana. Supervisor Noble indicated that we are awaiting word from the attorney on how to address the issue. Correspondence with Representative Hughes indicated that a bill was going to the State Senate that would give more local control. Possibly a zoning issue. Right now it is State Law and it supercedes local law.

Treasurer’s Report:

10-04-15 Trustee Jager made motion to accept Treasurer’s Report as presented. Supervisor Noble seconded. CARRIED

Department Reports:

Fire Chief Stevens reported man hours of 236 total for the month of September. Expenses in the 206 account was $3,846.41 and is currently 17% of budget and 8% under budget. The 216 account had zero expenses and is 25% under budget.
They have been doing Fire Prevention in the school and are doing a parade in Dalton Township for Fire Prevention Week. They will be doing the Homecoming Parade Friday. They have one candidate that has passed the EMT. They are taking Firefighter classes 1 & 2 and getting a physical.


Treasurer Halbower gave some information on Michigan Connect. There will be a survey going out with the winter property tax bills. The information gathered will be on Internet access and the type of access everyone has. They are trying to get grants and trying to make sure the rural communities are being provided for. as the schools are going more and more to Internet use. More information to come.

Supervisor Noble pointed out that he spoke with Mr. Hulka and the road work will start next Monday.

Unfinished Business:

Hazardous Mitigation Plan – Chief Stevens investigated it further the program by Homeland Security and the County needs the plan encase there is another emergency. Like the high winds a few year ago. The County just funnels the money.

10-05-15 Treasurer Halbower made motion to adopt the Muskegon County Hazardous Mitigation Plan. Supervisor Noble seconded. Roll Call Vote: Treasurer Halbower – YES, Supervisor Noble – YES, Trustee Jager – NO, Trustee Wilson – ABSENT – Clerk Johnson – ABSENT. MOTION PASSED

New Business:

10-06-15 Motion made by Treasurer Halbower to accept the resignation of Gene Lowder as as Electrical Inspector. Trustee Jager seconded. CARRIED

10-07-15 Motion made by Trustee Jager to hire Mr. Tim Charney as Electrical Inspector. Treasurer Halbower seconded. CARRIED

10-08-15 Motion made by Trustee Jager to hire Mr. Bob Stitt as Rental Inspector. Treasuer Halbower seconded. CARRIED

Supervisor Noble indicated that Val will be working with him at first. Fire Chief Stevens asked if he was going to be inspected for the new law on a smoke alarm in every bedroom and in common areas. It was not clear about a new law so Chief Stevens will be bring us information on it. They have installed 108 smoke detectors in our township.

10-09-15 Motion made by Trustee Jager to adjourn at 7:45 p.m. Treasurer Halbower seconded. CARRIED
