Board Meeting Minutes – January 14, 2020
Meeting called to order at 7:00 pm at the Holton Township Hall, 6511 Holton-Whitehall Road, Holton, MI.
Pledge of Allegiance given by all present.
Roll Call or Board Members: Trustee Schroeder-absent; Supervisor Jager, Treasurer Halbower, Trustee Jager, Clerk Hippler-all present.
Agenda set as presented.
Review Minutes of Previous Meeting
010120 Trustee Jager made a motion to approve the minutes as presented. Second from Treasurer Halbower. CARRIED.
Payment of Bills
010220 Trustee Jager made a motion to approve the payment of the bills as presented. Second from Treasurer Halbower. Supervisor Jager requested a summary of payments made to Bauckham et al attorneys. CARRIED.
Business from the Floor
County Commissioner Gary Foster was present and reminded residents that he is available for any questions, concerns, and/or comments.
Supervisor Jager wished to thank Mr. Mike Cygeirt for his 13 plus years of service to Holton Township as a member of the Planning Commission.
Treasurer Report
010320 Trustee Jager made a motion to approve the Treasurer’s Report as presented. Second from Clerk Hippler. Trustee Jager asked about the status of accounts with PNC. Treasurer Halbower stated the have been closed and will be removed from future reports. CARRIED.
Department Reports
Library
New newsletter is available highlighting activities at the library. Mrs Vanderboegh requested authorization to purchase a paper cutter and a rocking chair for the library.
010420 Trustee jager made a motion to approve the purchase of a paper cutter for $40 and a rocking chair for $100 for the Holton Library. Second from Treasurer Halbower. CARRIED.
Fire Department
Assistant Chief McGahan introduced himself. Mr. McGahan will be retiring from the City of Muskegon Fire Department this month. He commented that the members of the Holton Fire Department are very dedicated to the Holton Community.
There were a total of 375 calls for Holton fire in 2019: 30 fire, 247 medical, 48 hazardous conditions, 14 service, 28 good intent, 5 false alarms, 3 severe weather.
The department has 11 firefighters.
Nick Mock and Eric Kanouuf completed probationary requirements were promoted to Firefighter. Eric Kanouff and Diana Smith have completed the MFR classes.
Two members are in an instructors class which will allow the department to be able to conduct its own training.
Two members are enrolled in the National Fire Academy Youth Firesetter Intervention Specialist Class which will provide them with knowledge, skills, and abilities to to intervene with youth fire setters.
Truck 1960 is in the final stages of repair and testing but a final date of completion is not yet available.
Zoning, Permits, and Ordinance
11 new permits in December
Ordinance enforcer is working hard to clear issues. Two homes on Crystal Lake are a serious concern. Commissioner Foster suggested the Township Building Inspector should reach out to Kathy Moore at County Health Services to look at possible options.
Correspondence
There will be an insurance risk assessment audit on January 28 with the Supervisor, Treasurer, DPW Supervisor, and Fire Chief.
Unfinished Business
Clerk Hippler presented board and MCRC with proposed changes to the ORV Ordinance (52.000). It will continue to be reviewed by all parties. Commissioner Foster stated the county may be looking into creating a countywide policy to make enforcement more effective.
New Business
010420 Trustee Jager made a motion to appoint Dave White to a three year term on the Park Commission. Second from Treasurer Halbower. CARRIED.
Bids for 1986 Fire Truck
Chief Hawk posted the truck for bids with other departments. Hart was originally interested but truck would not fit in their building and they went a different direction. Two bids came back. One from a broker for $5000 and another from Clarksville, PA for $9,000.
010520 Trustee Jager made a motion to accept the bid from Clarksville and Community Volunteer Fire Department to purchase the Ford 8000 Tanker for $9,000. Second from Treasurer Halbower. CARRIED.
Purchase Windows 10
Windows 7 will no longer be updated so Windows 10 is needed to maintain security on Township computers.
010620 Trustee Jager made a motion to approve the purchase of Windows 10 for $800. Second from Treasurer Halbower. CARRIED.
Future Business
Supervisor Jager and Treasurer Halbower are looking into budget options for road funding.
