Board Meeting Minutes – May 13, 2020
- Supervisor Jager called the regular meeting of the Holton Township Board to order at 7:00 pm May 13, 2020 at the Holton Township Hall, 6511 Holton Whitehall Road, Holton, MI.
- Pledge of Allegiance given by all present.
- Roll Call of Board Members: Trustee Schroeder, Absent; Trustee Jager, Present; Supervisor Jager, Present; Treasurer Halbower, Present; Clerk Hippler, Present.
- Agenda Set with the addition of 12F: Transfers for Budget Adjustments.
- Approval of Minutes:
- 050120 Trustee Jager made a motion to approve the minutes from the March 10, 2020 meeting. Second by Clerk Hippler. CARRIED.
- No April 2020 minutes as the meeting was canceled due to COVID 19.
- Payment of the Bills:
- 050220 Trustee Jager made a motion to approve the payment of the March 2020 bills as presented. Second by Treasurer Halbower. CARRIED.
- 050320 Trustee Jager made a motion to approve the payment of the April 2020 bills as presented. Second by Treasurer Halbower. CARRIED.
- Business from the Floor
- Malinda Pego, 3rd Street, Holton: All library programs through May have been cancelled. Introduced herself as a candidate for County Commissioner for District 7.
- Treasurer’s Report
- 050420 Trustee Jager made a motion to approve the Treasurer’s Report for April 2020. Second by Clerk HIppler. Trustee Jager amended her motion to include March. Second by Clerk HIppler. CARRIED.
- Department Reports:
- Fire Department: Tanker 1960 is back and will be returned to service. Across the county, runs have gone down but Holton has remained steady if not slightly up. Personal protective equipment is well stock and the department is ready to handle calls. Assistant Chief is looking into possible reimbursement from FEMA.
- Permits: 12 new permits were issued in April. Township Secretary Angela Slowik has been working above and beyond from home to keep Township business running smoothly,

- Main Street Park Lease:
- 050520 Treasurer Halbower made a motion to accept the agreement with CSX for $350 per year with a 3% annual increase. Second by Trustee Jager. Supervisor Jager explained that the original contract with CSX Railway is only for property being used as the driveway for the post office. It did not include the property that is currently being used for Swenson Park, there is no record as to how that land came to be used as a park. Records may exist with the historical society. Voice vote. CARRIED by majority.
- Road Improvement Project.
- 050620 Trustee Jager made a motion to approve a road construction project. Second by Treasurer Halbower. Supervisor Jager presented a number of options from the Muskegon County Road Commission. Supervisor Jager stated that although Brunswick Road is in the worst condition, it also has the highest price tag. East Lake Road and Ewing Road repairs would cost $92,131 and could be covered by the Township’s FY19/20 and 20/21 budgets. Trustee Jager amended her original motion to read: to approve road construction projects for East Lake Road and Ewing Road with a total cost of $92,131. Second by Treasurer Halbower. CARRIED.
- RESOLUTION 05012020 Treasurer Halbower made a motion to approve the Performance and Indemnification Resolution for road brining. Second by Trustee Jager. Roll call vote: Treasurer Halbower, Yes; Supervisor Jager, Yes; Clerk Hippler, yes; Trustee Jager, Yes; Trustee Schroeder, Absent. PASSED.
- Budget Hearing set for May 28,2020 at 6 pm at the Holton Township Hall.
- Fire Department Purchases
- 050720 Trustee Jager made a motion to approve the purchase of an electric hoist from Harbor Freight for $99. Second by Treasurer Halbower. Supervisor Jager stated it would be prefered to purchase a hoist that is American made if possible. Trustee Jager amended her original motion to: approve the purchase of an electric hoist from Harbor Freight for $99-$134 which is made in America if possible. Second by Treasurer Halbower. CARRIED.
- 050820 Trustee Jager made a motion to approve the purchase of 13 pairs of dual purpose work boots for the Holton Fire department at a cost of $135 each. Second from Clerk Hippler. CARRIED.
- Trustee Jager suggested adjustments to the 2019/2020 FY budget wait to be discussed at the budget hearing. No dissent. Agreed.

- 050920 Trustee Jager made a motion to adjourn at 8:05pm. Second by Clerk Hippler. ADJOURNED.
