Board Meeting Minutes for August 14, 2012

Motion made by Treasurer Halbower  to accept the minutes for July 10th, 2012 meeting with one correction, in Business from the floor correct Jagar to Jager. Trustee Wilson seconded. CARRIED.

Recommend that the Township Board read the 450 page International Fire Code before adopting it. I’m running for Township Supervisor.  I plan to restore property rights, repair roads and possibly lower taxes.

The county is planning to build a new jail.  They have fed information to a consultant to direct their decision in favor of building a 400 bed jail with the ability to increase to 450 beds. We don’t need this jail.  Our crime rate is not increasing.  If you look at the Sheriff’s website you will see that they have people in jail that don’t need to be there, failure to pay child support, and open receptacle.  No matter how many beds we have the judges will fill the jails.  More beds means more guards and more taxes. We need your help to stop the new jail.  We should be spending money on township services not a new jail.

Recently learned at a county meeting that they are talking about leasing the SE corner of the Waste water to a company that plans on put in horizontal fracking wells. Fracking wells can contaminate up to 60 billion gallons of water. We need to keep an eye on them and stop the fracking wells.

Asked if Walter Udell is running for Supervisor of Blue Lake Township and if so, will he drop out of the Holton Township Board of Review. Supervisor Noble confirmed that Walter Udell is running for Blue Lake Township Treasurer; but he is not on the Holton Township Board of Review.  He is our Ordinance Enforcer.

Department Reports

 

Fire Department

Fire Chief Stevens reported … 452 paid and 69 volunteer for a total of 521 man hours for the month of July.  We had several large fires, 11 and 6 hours long.  Also due to heat we had 34 medical runs.  Expenses from the 206 account of $7,301.69 currently 8% of budget.  No expenses from the 216 account.

 

 

Planning Commission

Tom West reported that West Michigan Shore Line Development sent a complete draft copy of the Master Plan for review.  The Planning Commission will meet next week to review/discuss the draft and then present to the Township Board for review.  The Township Board approved $1,000 for a laptop and to install WiFi.  Reported that the township doesn’t have a policy on Internet usage.  I have copies of policies from NOVI and MTA.  Suggested that we adopt a policy for use of email and Internet.  Holton Video will do a WiFi test at the town hall this Wednesday before we proceed with the purchase of a laptop.  The computer will be password protected.

Treasurer Halbower reported that there isn’t a way for the board to prevent future boards from diverting funds that this board has set aside from the General Fund for roads.  Future boards can divert the funds by a resolution. Trustee Wilson asked if funds received specifically for road repair by a millage would be protected.  Treasurer Halbower reported that they would; but that millage requests have not been successful in the past.  Trustee Wilson suggested that we propose a smaller millage. 

 

  1. Transfer Station fee adjustments and scrap metal project

Treasurer Halbower made a motion to increase the fees at the transfer station: 33 gallon container increase from $2.00 to $4.00, 50 gallon barrels increase from $3.00 to $5.00, if the barrel is put into the tank increase from $4.00 to $6.00.  Trustee Wilson seconded.  CARRIED. Treasurer Halbower made a motion to authorize Bill Swarts to purchase the equipment necessary to cut up scrap copper and aluminum for the township to salvage. Trustee Wilson seconded.  CARRIED.

 

 

  1. Resolution asserting Township Board right to approve Master Plan

Treasurer Halbower made a motion for a resolution for Holton Township Board to reserve the right to approve the Final Master Plan.  Trustee Wilson Seconded.   Roll Call Vote:  Treasurer Halbower – Yes, Supervisor Noble – Yes, Clerk Johnson – Absent, Trustee Kittel – Yes, Trustee Wilson – Yes  CARRIED.
