Board Meeting Minutes for December 11, 2012
Meeting called to order at 7:00 p.m.
Pledge of Allegiance given by all present
Roll Call: Trustee Wilson, Trustee Jager, Clerk Johnson, Supervisor Noble, and Treasurer Halbower present.

Review of minutes: November 13, 2012
120112 Trustee Wilson made the motion to accept the November 13, 2012 minutes as presented. Treasurer Halbower seconded. CARRIED.
Review of Bills:
120212 Trustee Wilson made the motion to pay the bills as presented. Trustee Jager seconded. CARRIED.
Business from the Floor: Commissioner Alan Jager thanked the township for allowing him to serve for the past to years. Mr. Kurt Jeffries, Lamos Road, Whitehall a Holton School employee read a letter to the board explaining his concerns of sustainability. He asked the townships help in trying to attract new business and improve the curb appeal of the downtown area. Ms. Stacy Wright, Ryerson Road, a Holton School employee would also like to have the community work together to improve the culture and appearance of Holton. She is reaching out to businesses and residents to try and get everyone to work together. Mr. Forrest Harris, Schow Road spoke of his concerns with the stump fence issue that is going on at the present time on his property. Mr. Rodney Dial, Brickyard Road had a couple of questions. One was regarding who an appeal would be made to – this was the Board of Appeals. He also asked if Ron Stitt and Ken Schaub were on this board.
Treasurer’s Report:
120312 Trustee Wilson made the motion to accept the treasurers report as presented. Trustee Jager seconded. CARRIED.
Department Reports: Fire Chief Art Stevens reported total man hours of 312.5 for November. Expenses for the 206 account were $8,652.55 and it is 11% under budget. Expenses for the 216 account were $0, and it is 23% under budget.

Unfinished Business: None
New Business: Board of Review Appointments. Mick suggested Ron Stitt, James Wolffis, Ken Schaub for Board of Review, and Dick VanDyke as alternate.
120412 Trustee Wilson made the motion to appoint Ron Stitt, James Wolffis, Ken Schaub, and as alternate Dick VanDyke to the Board of Review for the 2013-2014 term. Trustee Jager seconded. CARRIED.
Resolution Opting out of Publicly Funded Health Insurance
120512 Clerk Johnson made the resolution to opt out of the Publicily Funded Health Insurance for the calendar year 2013. Trustee Wilson seconded. ROLL CALL VOTE: Treasurer Halbower – YES, Supervisor Noble – YES, Clerk Johnson – YES, Trustee Jager – NO, Trustee Wilson – YES. RESOLUTION ADOPTED.
Request from Ron and Rhonda Johnson regarding the clean up of their property. The citation process has been started. They have quite a few areas that need cleaning up on their property are asking for more time to take care of this as 14 days will not be enough. It was decided to set a date and if the property is not cleaned up by then, than to continue with the ordinance process from where it left off. The date of June 1st 2013 was decided upon.
120612 Trustee Halbower made the motion to allow the Ron and Rhonda Johnson till June 1st to clean up their property, and if not finished by then, then to start the citation process from where it left off. Trustee Wilson seconded. CARRIED.
Board appointment to Board of Appeals – Mick asked Trustee Jager is she would like to do this.
120712 Trustee Wilson made the motion to appoint Trustee Jager as the Board representative to the Zoning Board of Appeals. Clerk Johnson seconded. CARRIED.
Homestead Poverty Exemption guidelines were given out to look over – take action on in March.
