Board Meeting Minutes for May 13, 2014

 

Meeting called to order at 7:00 p.m.

Pledge of Allegiance given by all present.

Roll Call:  Supervisor Noble, Clerk Johnson, Trustee Wilson.  Treasurer Halbower and Trustee Jager absent.

Review of minutes – April 08, 2014 meeting.

050114                  Trustee Wilson made a motion to accept the minutes as presented.  Clerk Johnson seconded.  CARRIED.           

Review of Bills:

050214                  Trustee Wilson made the motion to pay the bills as presented.  Supervisor Nobleseconded.  CARRIED

Trustee Jager arrived at 7:02 p.m.

Business from the Floor:  Mr. Dave White from Newaygo County Recycling Program spoke about the recycling program that we participate in.  The costs have gone up and the revenue has gone down, and changes need to be done to continue with the program.  He also asked participant to try and come up with ways to help financially and also possible volunteering.  Mick asked what additional cost they wanted us to pay – and it was suggested that $100 additional would help with some of the cost.

Treasurer’s Report: 

050314                  Trustee Wilson made the motion to accept the treasurers report as presented.  Trustee Jager  seconded.  CARRIED.            

Department Reports: 

Fire Chief Stevens reported for the month of April:  Man hours total 387 hours.  Expenses for the 206 account were $6,374.91 and it is currently 27% under budget..  216 account had $0 expenses and it 13% under budget.

There is a training on May 22nd two will be attending.  This is for service and inspection of the new air packs.  Art would like to reserve a room for the two for the night before as the training starts early.  The cost will be $136.49

050414                  Trustee Wilson made the motion to allow Art to reserve the room for the nightbefore the training.  Trustee Jager seconded.  CARRIED.

 Art reported that some of the turnout gear is wearing out and would like tentative approval to proceed with going in on a County Wide bid which would save around $400 per set.  This would be out of next Fiscal budget and there will be money in the budget for it.  The regular cost is around $2000 a set, but going in with the County would bring costs down to around $1600 a set and he would like to replace 15 sets so the total cost would be $25,000-$30,000.  The board said proceed. Tom West Planning Commission reported there is a Special Use hearing coming up for a business expansion on Skeels Rd.  They have also received a packet form the attorney for zoning updates.

Correspondence: MCRC replied to our letter regarding chip and seal of Brickyard Road from last fall –

they needed to wait till Spring to check the road condition – there response is that it is too far gone for this to help.

Unfinished Business:   None 

New Business: 

 We received a quote for the replacement of the culvert that failed on Raymond Road west of Brickyard Road.  The Township share of the cost is approximately $3,306

050514                  Clerk Johnson made the motion to have the MCRC proceed with the repair of the Raymond Rd culvert with the Township cost share of  approximately $3,306.  TrusteeWilson seconded.  CARRIED.

Supervisor Noble would like Board approval to attend  a one day workshop in Big Rapids on June10th for the cost of $100.

050614                  Trustee Jager made the motion to allow Mick to attend the workshop in Big Rapids for the cost of $100.  Trustee Wilson seconded.  CARRIED.

Budget workshop – The date of Wednesday May 21st at 9am was accepted.

Budget hearing – The date of Wednesday June 25th at 9am was accepted.

Tire problems – someone is dropping off tires after hours at the gate.  We will check in to surveillance equipment for the gate area.

Penalty word changes to the Ordinances as recommended by the Planning Commission.  These changes are recommended to provide consistency throughout our Police Ordinances.  The changes are to 20.003 sec 3, 20.054 sec 4, 22.09, 35.007 sec7.2, 35.057 sec 7, 36.000 #6, 2004-1, and Sec 7 of the Park Ordinance.  This is the new wording:  Any violation of any provision of this Ordinance shall be dealt with under provisions of the Chapter 42 “Civil Infraction Ordinance”.

050714                  Clerk Johnson made the motion to adopt the above penalty wording change to the above Article/Sections to provide uniform language to the Police Ordinances.  Trustee Wilsonseconded. 

ROLL CALL VOTE:  Trustee Wilson – YES, Trustee Jager – NO, Clerk Johnson – YES, Supervisor Noble – YES.  Treasurer Halbower – ABSENT.  ADOPTED.

Park Attendant Contract – Trustee Jager questioned the language regarding single family and an individual, after discussion it was decided to table and Alan will reword the language.

050814                  Trustee Wilson made the motion to table the Park Attendant Contract till next monthTrustee Jager seconded.  CARRIED.

Brining bid from D&B Brining for $9600 for two brinings for 2014.

050914                  Clerk Johnson made the motion to accept the bid from D&B Brining for $9600 forthis year.  Trustee Wilson seconded.  CARRIED.

Trustee Jager thanked Marc for the fast response to the tree limb down by the Cemetery on Mother’s Day.
