HOLTON TOWNSHIP PLANNING COMMISSION
Public Hearing Special Use Permit
June 24, 2014 – 7:05 p.m.
Meeting called to order by chair, Tom West at 7:05 p.m.
Pledge of Allegiance was recited.

Motion by Ken Schaub, supported by Mike Cygeirt to approve minutes of May 20, 2014 with correction (July 15, 2015 to July 15, 2014). Motion carried.
Chair, Tom West declared Public Hearing open at 7:10 p.m. Purpose of hearing is a Special Use Permit Site Plan Review for a major expansion to existing Special Use Permit at 7650 Skeels Road, Holton, pallet shop applicant Melvin Mullet.
Mr. Mullet stated to Planning Commission his intent for expansion:
1) Add 48×72 addition
2) Add poured wall building for diesel and hydraulic tanks
3) Add 40×80 building
4) Relocate front 300’ of drive to house
5) Enlarge limestone area
Mr. Mullet has submitted for septic system permit.
Chair, Tom West declared Open for Public comments at 7:18 p.m.
Public Comments:
Ron Stitt – Reviewed site plan – Recommends no loading and unloading of trucks in front of building as part of conditions.
No correspondence directed to this hearing.

1) What is business name? (Troyer & Sons Pallet)
2) Where is lumber purchased and once pallets are made, where do they go?
(lumber purchased from area – pallets go to broker
3) Plans to address noise issues
4) Has Fire Department made visit to site on addressing access of fire trucks?
5) Any outstanding building codes addressed?

1) Concerns with 43 ft. frontage – too close to road. Will add to existing problem due to building location.
Public Comments closed at 8:00 p.m.
Motion by Bill Halbower, supported by Tim Ylitalo to approve Special Use Permit with following conditions:
1) Comply with all federal, state and local laws
2) No loading or unloading in front of building
3) Noise level at any time shall not exceed 75 db as allowed in our industrial zoning district. Measurement will be taken at no more than 300 feet from all property lines of the first occupied resident whichever is closest
4) Change original Special Use Permit setback from 150 feet to 42 feet to lot line.
5) Diesel room must have sealed and curbed floor and sized correctly.
6) No outside burning of waste materials.
