Meeting called to order at 7:02 p.m.

Business from the Floor: Mr. Swartz spoke about the Transfer Station.  Mr. Swartz explained that he still does all the cutting.  His son is there to help.  He is not trying to hide anything nor is he stealing anything. Mr. Swartz does extra work.  Supervisor Noble mentioned that no one was saying he was stealing.  We would be addressing the issue with his son later.

 

Mr. Gary Foster spoke about being a candidate for the Muskegon County Commission Seat District 7.  He would communicate with the township and attend at least every 3rd meeting. Mr. Foster owns a business on Apple Avenue.

 

Mr. Vallier, County Surveyor. Mr. Vallier gave a presentation on the State Monument Mandate. He discussed the marking of property lines and how the corners are marked. Mr. Vallier presented the township with a map of Holton from circa 1800’s.  Mr. Vallier explained the County GPS centers and how they work. Mr. Vallier mentioned that he is running for the County Commission seat for District 7 and he owns West Shore Consulting.

 

Ms. Moore, County Drain Commissioner. Ms. Moore mentioned she is running for the County Drain Commissioner. Ms. Moore gave a presentation on the county drains (126 drains). The County Drain Commissioner has the legal right to assess and tax the drains by the 1956 State Law. A new State law was enacted and they are no longer exempt for environmental laws and will need to meet the minimum requirements. Ms. Moore talked about flashiness and first flush. She explained that each drain district is a legal entity of it’s own. There are 230 linear miles of drains in the county. The county drains need repairs. Waters of the State are the lakes. Slide presentation of different drains in and out of our county.  When questioned about county lines and drains Ms. Moore said the two drain commissioners can work together, if they can’t come to an agreement they go to the Department of Agriculture and abide by their decision. When asked who pays for the work, Ms. Moore talked about the process and how the Drain District pays. Ms. Moore does the apportionment of the cost for the Drain Districts. Ms. Moore explained the whole process of how petitions are done and assessments and your recourse for the assessments.

 

Treasurer’s Report:

Department Reports:

 

Fire Chief Stevens reported for the month of May: Paid Man hours of 263. Volunteered man hours of 72.5 hours. Expenses for the 206 account were $8,076.06, currently 18% under budget. 216 account had zero expense and is 13% under budget.

Unfinished Business:

 

Discussion about the changes to the sublease agreement for the Park Attendant. Consensus was to add the last line of what Trustee Wilson put together to Section 10 of the Park Attendant Agreement.

New Business:

 

060614                    Trustee Wilson made motion to allow Marc to purchase Pallet Forks from Titan for $169.00 plus shipping. Treasurer Halbower seconded. CARRIED

060714                    Trustee Wilson made motion to allow Marc to purchase a 6 foot and a 8 foot fiberglass ladder from Menards. Trustee Jager seconded. CARRIED

 

Supervisor Noble read the budget adjustments.

 

060814                    Trustee Wilson made the motion to amend the budget as follows:  To Building Insp. 371.000 – $3,000.00 from 265.000 & 302.00 – $1,500.00  each.  To Electrical 372.000 – $300.00 from 191.000 – $300.000.  To Plumbing 373.000 – $100.00 from 191.000 – $100.00To Mechanical 374.000 – $1,000.00 from 191.000 – $1,000.00To Zoning Admin. 700.000 – $100.00 from 191.000 – $100.00To Library 790.000 – $2,500.00 from 400.000 – $2,500.00Trustee Jager seconded. CARRIED

 

Supervisor Noble provided a hand out on the Recycling Program. The hand out is providing us with information on who participates in the program, and the current income from those participating. They are asking us to pay $100.00 more per month. We will discuss the Recycling Program next month.

Transfer Station discussion about liability for a person working that is not on payroll. Possible options.  Our due diligence and liabilities if someone is hurt.

 

060914                    Trustee Wilson made motion to hire Bill Swartz’s son for 2 hours on Saturdays to work at the Transfer Station. Trustee Jager seconded. CARRIED

Mr. Swartz’s son Gage Marvin agreed to work.

 

Post Office lease. Holton Township owns the land under the current Post Office. The owner of the Post Office building passed away and the building has been sold. We will be doing a new lease. The current lease runs until 2036. Treasurer Halbower will keep us posted.
